The leader of the Capitol, President Snow is a small man with white hair and snakelike eyes. He smells like blood and roses, which nauseates Katniss. President Snow is a very manipulative, cruel, and ruthless leader who does not care for the people of Panem. 

Katniss has always despised him for his sadistic style of leadership. However, her hatred for him intensifies after the Games. Katniss holds President Snow personally responsible for the death of her father, Rue, Thresh, and everyone else who has starved to death or died while participating in the Hunger Games. Snow is a very intelligent man, but he cannot remedy the fact that Panem is on the brink of full-scale rebellion no matter how much propaganda he spreads or how much he threatens Katniss.
